I’d expect to see a good few get their licences curtailed if they don’t take an active role in training and saftey procedures, even if only in spirit i.e sending drivers on DCPC courses 
Its not up to the employer to pay for dcpc, it’s the drivers responsibility.
Great if your employer voluntarily pays for it but they don’t have to.
Foreign drivers driving in the Uk will be only fined £30 for no valid DCPC card, i have mentioned on another thread that they should not be allowed in the Uk without producing the DCPC when they arrive at the ferry or train freight booking office, no DCPC card, no ticket, simple.
Ask your employer to get the fire brigade in for the day to demonstrate how to extinguish trailer fires, what type of extinguishers to use, there is the aspect of ADR and dangerous loads.This could count to the DCPC.They could set up a fake RTC/RTA with some old banger cars, and ask the drivers to work out a plan of action for being first on scene and treat the manequins or dummies at the scene.
