Probably not the right engine options over the years.Very few,if any, fire trucks used the typical range of 6 cylinder engines used when Foden was in it’s day over the years.Usually at least by the 1970’s V8’s were the preferred options which ERF offered in it’s fire truck chassis.
Foden Fire Engines.
Although it is not a fire engine in the strictest sense,Hong Kong Fire Service had this:-
Foden S22-S23 Tropical Spaceship FE6/22 6x4 Heavy Recovery Vehicle:-

Hiya…notice the Dodge Commando by Saxon is a full width cab. they cut the cab in two and made the cab wider making more room for three firemen.they had a windscreens made to fit. i was visiting when they did the first one… they said i should have never left.
maybe not John
hi not fire engines but fodens did make some six wheels for the army that ended up with water cannons on. There was one in Beverley transport museum before it closed.
Maybe Foden saw this market as a specialised area where it wasn’t worth competing in, they did specialise in other areas of the market and mainly on the heavy side where they had good sales, I’ve no doubt they could have produced a Fire Appliance, they did build Buses but would have needed a design team that understood Fire Appliance build specs. A decision must have been made at some period, I would presume, not to enter this market. It seems even just supplying a rolling chassis (as some makers did) for another company to fit cab and body etc, wasn’t entered into either, just one of those things, some other lorry builders never made Fire Appliances also, maybe for the same reason Foden chose not to.
