Fines, well Dutch ones

Whilst looking for something else to do with the dutch road haulage industry, I stumbled across the vosa equivelent of their scaled fine sheet, and what i can make out the dutch fine the employer rather than the employee for some tacho infringements, self employed are fined like the employer, which can be found here.

Would that seem resonable to fine the employer rather than the driver for infringments because the employer has one way or another caused the driver to record an infringment.

He has if he is pushing the driver, at the end of the day a fine to the employer would stop them giving the driver unrealistic work schedules.
There is plenty of evidence were the company is guilty of pushing drivers way past the limit and when caught the driver does jail time and big fines, and the company gets off vertualy scot free, shall I post up some examples for you?
