Yes, very much so. Imagine, he could have wiped out a busstop full of kittens…

The victim surcharge is a mandatory penalty that is applied from conditional discharge upwards…and the amounts to be paid are fixed by law, no discretion there either.

It goes to prop up the Victim and Witness general fund…which is money that is distributed to various organisations who help the victims of crime.

There have been cases where young people (under 18) have been charged a victim surcharge and it falls to the parents to be responsible for the fine…even though the parents have been the victims of the crime in question…

This is what firms that employ cheap foreign drivers who haven’t a clue what they’re doing deserve!

It seems a little steep penalty, but we only know what’s been reported. Probably more to it than the press is reporting.

Because the foreign driver driver in question chose to come and live and work here, so I would guess a working knowledge of both the native language and road signs and rules would be a minimum requirement. Ignorance is no excuse in the eyes of the law.

When I drove around Europe as a foreigner I would still have a basic understanding of that countries language, rules and road signs, if at any point I’d chosen to live and work in a different country I’d have made sure I learned the language and road signs etc properly.
