sorry wbis you are wrong. under the EEC directive 4478 it,s illegal for any police authority in the eec to fine any truck driver from the eec on the basis that they have comitted an offence. if the offence is comitted in the eec they have the right to have the offence referd to the HUMAN RIGHTS BOARD. the offence that comitted is not an offece untill they can prove the offence was comitted.

i didn’t say anything like that, i simply said you can’t ask for a book of codes off the guardia civil as its done electronically.
as for what you’ve strangely put you don’t pay a fine on the spot, you pay a deposit towards the forthcoming adjudication which is nearly always the same result as you’ve paid on deposit. also your point might be valid for a driver from one country being in another country but as a spanish resident i don’t get to refer to the human rights board (where is it based?) but to appeal to the DGT like the ministry of transport in the uk

It works the same as a fixed penalty in the UK, you don’t have to accept the “bond” but if you don’t you aint going anywhere until you have been to court, that might be the next day or it might be the next month, but until you either pay the bond or go to court you aint moving
