As far as I’m aware you can’t see when files were last opened, you can see when the file was last saved, and if the computer users log on with their own profile you can see who last saved a file, but as far as I’m aware that’s it.
You can see in the file properties when the file was last accessed, unfortunately Windows recognises a click as access, so the properties will show the time and date that you right click on the file to check the properties as the last accessed time
