I don’t know about Hotmail sent from their website but if you use Outlook to send your emails you can request a delivery receipt and you can also request a read receipt, but the email recipient can ignore the request.
There is an Outlook plug-in that claims to track emails and notify you when the email is opened but I’ve never used it so can’t say whether it works or not.
