Electronic scorpions

Does anybody know what this strange thing is for? I’ve seen a few around the motorways but I can’t find out what they do. Two grey pincers in front of a black body (but no poisoned stinger).

Can anyone help cure my bafflement?

I`ve seen some thing simlar on road side weather stations, to measure visability? for fog warning, speed signs on matrix boards would be my guess.
