These sort of schemes have a catch normally the guy you refer has to complete X amount of shifts first,normally 20.
I think you’ve missed the bit where it says that new driver has to do 200 hours work for that agency BEFORE anyone gets that referral bonus. If my maths is correct that is just 25p hour for the new driver. Looking at the few jobs on offer, none are particularly well paid to attract new drivers onto their books.

Had a text offering the same from them offering this referral of drivers promo - it would be better if they could text you offering work but they don’t seem to have the work to offer.

Agencies that actually have plenty of well-paid-enough work - don’t need to offer bribes for their current drivers to attempt to rake in outsiders.
It would add a little more weight to the argument - if the OP were to declare exactly what he’s been doing for the past year or so with said agency…
“I get 5-6 shifts a week @ £12.50ph and the shifts available far exceeds the number of drivers on our books.” would sound quite good at this point.
Ie. the OP really needs to have some actual experience of working for this agency, and knows the ropes - rather than “just signed up themselves” and therefore suggests they’re either as green as grass, or of course one of the actual agency staff attempting to drum up business with the standard bull…
About a year ago, my own agency offered £50 if they could get an outsider driver to come in, sign up, and do 5x8 hour shifts monday-friday (all kinds of starting times to suit) for firms like P&H or Travis & Perkins.
I got no takers on this board, so I assume that with so few drivers interested in actual whole week blocks of work available - they are hardly going to be interested in “last minute sick cover” (the standard fayre of agencies struggling to recruit…) on a “here and there” basis are they?
