for many years i was a friend of guy who sadly passed away last year, he had a 1929 20hp drop top rolls royce that he bought about 10 years ago, i went with him to pick it up from a collapsed barn with a tree growing through it, over the past ten years it was a restoration project for him and i would go help aswell,the project became very much a big part of my life too, at the time he was taking ill we were at the stage where we had the chassis, engine and running gear all in place and were able to drive it up and down the lane, next stage was to be building the body, electrics and putting it all together, unfortunately i dont have the know how or the money to continue , it has been in his widows shed for the last year, she has had interest in it and is ready to part with it, its worth a fair bit of cash , however the number plate , that was not the original on the car she has said i can have to transfer to my car, we did source the original number through the dvla to put with the car eventually, the rights to that are to go with the car. i would like to place this registration on my own car as it means a lot to me, what is the process for doing this as the car is obviously not taxed or mot’d and is a long way from that stage, any info appreciated…

As I understand it you cannot transfer the registration off a vehicle that isn’t taxed, tested and insured. That is certainly how it was a few years back when I looked into it.

+1 There is the (obvious) way around it but they can (and do) inspect vehicles for this very reason. If I was the DVLA person dealing with the case I’d definitely want an inspection on this vehicle.
