You cannot legally drive a vehicle fitted with a digital tachograph until you have a driver card.

You can drive without a tacho card BUT you must first have had your card.
For example: NO you cannot drive whilst you are waiting for your first card to arrive.
YES, you can drive if you have lost/damaged or your card was stolen and you have reported it to the dvla and ordered a new card.
NO you cannot drive if you have simply forgot your card at home, you must go back and get it.

If it helps, my digi-card was up for renewal few months ago. I did it over the phone with the DVLA, and 3 days later it arrived. This was for a renewal tho, not sure if the same procedure for a 1st time card, but overall I find DVLA are pretty quick with these kinda things.
