you would have to be a resident of an Eu member and have a EU drivers licence
As far as i’m aware (and as delboy already said), it’s simply not possible to get a digi card without being an EU resident and holding an EU members driving license.
I hold a British LGV licence, I am in England a lot, just not the required 180 days so why should I be prevented from driving vehicles fitted with a digital tacho? I should add that I am English, but for now, resident in another (non EU) country.

so were you are do you use you licence and if your in the UK do you have an address were you stay and is that the address on the licence
if you drive a truck in another country not part of the EU and have been doing so for more than a year you have to change the licence to the country your in
if you want to have a look liook here and ask them
