Driver CPC question.

So I know of a rumor, that there is a guy who is a new driver, who skipped out on his initial driver’s CPC, and ended up getting a job without it… Now he is in the position of having to complete the 35 hours of modules, and nobody knows how this is going to work out for him…

Will he be turned away from the classroom because he will be required to complete the inital CPC first? or will he be allowed to do his modules and gain his CPC that way? How does this work exactly? Is there a new driver initial CPC requirement that would stop his classroom hours being put onto a system or something?

It has proved quite difficult to find a concrete answer on this one, so I have turned to the wisdom here!

This is reasonably simple - and frighteningly (is that a word!) common.

Assuming he has no grandfather rights by passing his car test prior to 1997, he has been driving illegally. He cannot do 35 hours (well, he can but it wont achieve anything). He must do Mod 2 (case studies) followed by Mod 4.

He should be refused entry to a cpc course but, depending on the standard of the licence check, he may get away with it. But it goes wrong when the trainer tries to upload the info to DSA as it will be refused.

Of course, if he has grandfather rights, there’s nothing wrong and he has until Sept this year to complete 35 hours.

There are still a few around especially from the armed services and civvies who passed in late 2009 who do not have the required initial dcpc but after 9 sept this year its likely they will be found out because the employers and authorities have an easy job to check if the driver is carrying their DQC or not

So if he’s had his car license since before 1997, he hasn’t needed a CPC to drive HGV’s for the last 2 years, even though he’s only had his Class 2 entitlement since 2012?

DCPC refers to LGV and PCV not specific categories so if he passed car test before 1997 he was given a free LGV C1 on his licence which in turn means he has acquired/grandfather rights as he had a LGV on 09/09/2009

If that is the case then he has until 09/09/2014 to get in 35 hours of periodic dcpc training to gain a DQC which will then permit him to drive commercially for the 5 years from that date

That’s correct as he would have C1 entitlement which is a category of LGV licence.

Seems like someone may have spent two years dodging the Initial DCPC just to be told he didn’t need it anyway :smiley:

If a driver needing the Initial CPC sits a 7 hour periodic module amazingly the upload process will validate the licence number and take the £8.75 fee as the validation only checks the licence number exists and not that the driver actually needs periodic training.

However approx 2 weeks later the candidate receives a letter from DVLA explaining the 7 hours count for nothing and advising to complete the initial CPC.

This wouldn’t happen if the pre training licence checks are done thoroughly. It’s not difficult to see if Cat B was valid before 010197. There may however be other checks needed as there are several quite odd situations ie passing car after that date but perhaps C1 before CPC started.
