if a driver passed there class 2 before 1997 did they get a CE with 102 restiction or did they have to pass it before the change from hgv/lgv class1/2 to c ce?

one of my former drivers had a CE entitlement on his licence with a 102 restriction, for wag+drag only, this was due to him only having a class 2 before the change, where you were allowed to drive wag+drag on a 2
to get the restriction removed, he had to take a CE test
the really pointless, stupid thing about it was, he could take the test in a vehicle that he could already legally drive, pass the test to remove the restriction 
i ensured he took the test in a proper artic though, as that was what he was going to be driving after the test
