Draw bar restriction help please

looking for clarification please, one of our old boys has had a draw bar licence for years but his license says he has a 102 restriction (draw bar trailers only) but if all of the training companies now offer C + E on drawbars why has he got the restriction ? why was he not given the full C + E when we obviously fell in line with the EU ?

When the UK changed from HGV to LGV in the early 90s some of the HGV class 2 and 3 drivers were allowed to tow trailers with the rigids

The HGV artic licence was class 1

The change meant that the UK authorities could either give a full free LGV C+E to all those who had the W&D but may never have driven one or take the W&D off them or have a compromise and give the 102 code

The interesting bit is that across the rest of the EU the 102 code is not recognised - nor is any code over 99

When he initially sat his test to obtain the old class 3 entitlement, he would have done so and passed in a 2 axle rigid with no trailer. At the time a class 3 licence allowed you to drive a drawbar but not an artic.

Anyone sitting the current C+E test has to do it with a either an artic or a drawbar, upon passing they gain full entitlement as a trailer has been used in the test.

wonder if he could exchange it for one issued in another eu country that doesnt
recognise the 102 then exchange it back for an english one!! Cheating but an idea!

Probably work but need to be a resident of that country for X amount of time
