There is a lot of stuff on sale on eBay that is not allowed on there.
I think the point is they are actively removing stuff.
They also told the WSJ that " EBay is currently sweeping our marketplace to remove these items"

It took about 30 seconds* to disprove a Daily Fail story…says summat about them as a newspaper doesn`t it?

eBay has said they will remove it
There is plenty of illegal stuff on eBay that then gets removed.
That being said. I think Franglais is right never to take a newspaper article at face value and do some basic fact checking.
