DQC expiry dates when passing initial and already PCV or LGV

DQC expiry date rules have changed from 24/04/2013 due to a new EU directive according to the DSA hotline on 0191 201 8112

These changes will only affect those passing the initial in one group (PCV/LGV) when they are already in another group (PCV/LGV)

Before this recent change the periodic hours got added onto the 5 year DQC expiry date gained by passing the initial in the other group

Now passing the initial in another group will not extend it in this way but will align with the periodic expiry date

Probably the way I said it - perhaps an example will help as an understanding of what the DSA said how it will work from 24/04/2013

Pass B in 2000
Pass C in 2005 = ghost DQC dated 09/09/2014 (all 35 hours not yet completed)
Pass D initial dcpc in 2013 = DQC dated 2018 PCV + 2014 LGV
Complete 35 hours by 2014 and get new DQC dated 09/09/2019 for both = new rules alignment date

Pass B in 2000
Pass C in 2005 and have all 35 hours completed = DQC dated 09/09/2019 LGV only
Pass D initial dcpc in 2013 = new DQC dated 09/09/2019 for both LGV & PCV = new rules alignment date

To me this seems unfair because 5 years has been earned from passing initial and other 5 years has been earned from completing 35 hours but the new directive, according to the DSA DCPC experts, does not allow this to be the case any more

I agree it doesn’t seem to be a fair system.

The initial CPC has never extended an existing CPC entitlement. Ie if someone passed LGV initial in June 2010 the PCV initial in June 2011 their card would have 2 different expiry dates of 2015 and 2016 for each category. Once the 35 hours periodic was then completed by June 2020 the categories would be aligned to June 2021. The later of the expiry dates.

In that scenario you are correct

Before this change a driver with acquired dcpc LGV rights who then passed PCV initial in june 2013 who have ended up with a DQC expiry dated june 2023 for both
5 years for passing initial PCV from june 2013 to june 2018 then once all 35 hours for periodic completed by sept 2014 the new DQC would be june 2018 plus 5 years = june 2023

Now that will be sept 2019 !

I have acquired C cpc until 9/9/14 and D cpc through initial until 7/3/18, yet to do any periodic.

Was under the impression that my 35 hrs periodic before sept 14 would result in both C and D then being march 23.

Am I right that now this won’t happen or perhaps because I already had initial cpc for D before the date of change that I’d be okay?

Periodic dcpc will count for both

As you got PCV initial before this new directive came into force then I would GUESS that completing 35 hours before 09/09/2014 will get a new DQC expiry dated 7/3/2023 for both - might be worth you calling the hotline to be certain the new directive does not affect those without a DQC already stating what we think should happen

You will get the DQC date of 2018 instead of the previous 2023 because you are after 24/04/2013

You will get the DQC date of 2018 instead of the previous 2023 because you are after 24/04/2013

Sorry for bringing back this old thread - I did 5 days of cpc last week and got bus and truck both extended to 2023! Good result, 4 years of truck entitlement for free!

I’m aware that any more cpc taken prior to 2018 (5 yrs before expiry) won’t count.
