I would say that when you’re sitting there next to the driver it’s “other work” as you’re being paid whilst sitting there and it’s part of your job. If you drive for two hours only per day then no tachograph break is required as the maximum amount of driving in one driving period is 4.5 hours.
But.
I’m a bit hazy on the details but other working time directives state that you must take a half hour (?) break after six hours of commencing work - regardless of what work you’re doing. I’m not sure if you’re liable for prosecution if you don’t take that half our break, like you would be for exceeding driving times.
I thought the one not driving could take a BREAK whilst the vehicle is driven by the other but not allowed to take a DAILY or WEEKLY REST unless the vehicle was parked

No, you would not have to show a break for either the tacho rules or WTD because you have not reached 4.5 hours driving or 6 hours work.

If you are just sitting there it’s break or POA, your choice and it doesn’t really matter, as they are virtually the same thing anyway. However, VOSA will regard the first 45 minutes of POA as break anyway for the second driver in double manning operations.

Whether you are being paid or not has no bearing on whether it is Other Work, Break or POA. It is only about what you are actually doing.

You are right, you are a bit hazy.
You must take a break of at least 15 minutes, not 30 minutes, after 6 hours work - work being other work and driving. This isn’t six hours after commencing work, depending on break and POA it could be a lot later than 6 hours after commencing work.
