Double manned ADR

If you are double manning a Truck , and its carrying Hazardous goods which require a license for transportation, do both drivers need an ADR license, or is 1 license holder sufficient??

Hi ROG, It depends on whether both people are to drive the truck.
One ADR licence will never “cover” both people, if both are to drive.
2 drivers = 2 ADR licences.

If the second person isn’t needed for driving, then that person doesn’t need an ADR licence.

However, the non-driving second person would need:

  1. permission from the vehicle owner to be on board.
  2. documented ADR awareness training.
  3. Hi-viz
  4. a pocket lamp
  5. an acceptable form of photographic ID
  6. all PPE mentioned on the Instructions In Writing

This person might legitimately be an attendant or is required to assist the driver with loading or unloading.
For instance, you’ll notice that some gas companies have more than one person in a cab, particularly on an artic, because handballing a full load of gas cylinders is quite tiring. :wink:

Dave…how would the following situation work?-

You’re driving an 18 ton curtain sider carrying Haz-it breaks down, with all cargo intact, but you will need a front end lift and subsequent tow back to your depot.

Being in the passenger seat of the tow truck, surely one VTC will cover you & the tow truck driver? (as he may well not have a VTC) ? :question:

There is an exemption for the recovery of breakdowns / accidents, but the exemption relies on the recovery being escorted by the emergency services. Depending on what’s loaded on the vehicle, or if it’s a very short distance, the police might take the view that they’d prefer to ■■■■■■ it if there was a security issue. A recovery driver normally needs an ADR licence in order to recover ADR regulated vehicles. I’ve noticed an increase in recovery drivers on ADR courses over the last year. :wink:

Sorry GlesgaBill, but I can’t think of any possibility of one ADR licence (VTC) “covering” two people.

ADR uses the phrase “competent person” in connection with parking and supervision, if the vehicle is to be left parked otherwise than in a secure depot, supervised lorry park, MSA or suitable open space. Certain dangerous goods carried in certain amounts trigger the need for supervision. The supervision requirements vary, depending on the “S” code for a given substance in the dangerous goods list.
