It’s actually EITHER.
You can download the d777b form but if you phone up, you need the other 1, no idea why
If you’ve got a printer, just download the D777B form from here
If you’ve got a photocard licence, you don’t need to send a photo off, it uses the 1 off your licence - looks funny when you get your digicard years into your licence, then renew your photocard and the digi card has a different photo on it

when you’re sending the D777b form back for your first card, do you have to send your photocard driving licence off with it? Or do they just look you up via your driver number and take the photo off their system? It seems like you don’t have to send your licence too, but just wanted to check

If you have a photocard driving license you do not have to send any part of your license in, they will take the photo off their system.
