Is a digi card required for refuelling, ie truck returns to yard driver goes home, and mechanic, or shunter, takes the truck down the road to the garage to refuel? I believe it’s out of scope, and does not require a digi, am I right?
I’m no expert but I imagine a card would definitely need to be used in the case you pointed out. Fuelling a vehicle up is part of the commercial enterprise the vehicle is involved with, and as such all journeys need to be recorded.
It is to be noted also that DVSA take a dim view on missing and unaccountable mileage.
I’m no expert. But I’m sure I read that there was no excuse for running anything over 7.5t without a card in.

Off hand I’m not aware of an exemption that would fit the bill, a mechanic is exempt for vehicle maintenance/testing or MOT purposes but that doesn’t cover refuelling.
And it’s a pretty crap operation if drivers are bringing a motor back on fumes, unless they’re going back out in it next, and they’ve planned for it.
Our place is crap. If I’m not on my own motor (I don’t actually own it - but that’s another story) I always fill them up. Since they lost the ability to get Shell points, nobody is bothered about fueling up
One of the companies I sub to has a guy come in to refuel the trucks between shifts, he doesn’t leave the yard, and never puts a card in. I was just wonderng what the legalities would be, if for some reason, he had to go off site to refuel, as he’s not actually a driver, and it’s not for hire or reward.

Hire and reward doesn’t really come into it any-more, it’s a goods vehicle that is usually used for carrying goods so if he goes onto public roads it’s in-scope of EU regulations.
As long as he stays of public roads there’s no problem even if he doesn’t have a HGV licence.
