IF you feel movement or hear a noise from items in the
container moving and it has a house seal then you must
open it and check the safety of the load
( no noise or problems then you have no need to break the seal)

In Germany the following are responsible for the safety of the load
and its security the Loader, and the driver plus the employer of the
two persons mentioned, they are responsible that the persons
are fully conversant with what they have to do to ensure
the load is correctly load on the vehicle as per German rules
and regs,

I agree the securing system used has to be improved and the loaders
must implement this when it is brought in, The driver can not be held
to blame ask any UK police officer who is conversant and competent
in the use and inspection of load securing on commercial vehicles
WHERE the driver is not allowed to inspect the loaded cargo space
on the vehicle,

Its all well and good everyone saying they wont take a trailer that they havent inspected themselves or havent checked the load themselves but in the real world companies like DHL or UPS that i work for dont operate that way. The trailers are loaded by dedicated loaders, the driver doesnt get a look in, thats the way it is. At EMA the driver doesnt even have security access to the building where he is loaded the trailer and cans are sealed on the bay, at UPS each member of staff has security clearance for set areas, if you dont need to be in a certain area then you dont get the appropriate clearance training for it and therefore are breaching DfT regultions by being there.
We had one of our truckers pull off the bay with a load of 4 aircans, the last can rolled off the truck and could have killed someone, he was told it was safe to move and did so, the blame lied with the guy who’s job it was the raise the buffers between the cans, he didnt do it!

And going back to the problem with securing flight cases on wheels, unless you can raise them onto blocks to get the wheels off the floor or stack them on their edge ignoring any warning labels of keep this way up and fragile. You have to do what you can with blocks of wood, nails and straps.
