Any driver using a vehicle over 3.5 tonnes when being driven commercially (not privately)
Unless they come under PCV all vehicles over 3.5 tonnes are LGV
Crikey, that’s a hell of a lot of drivers 
I load a lot of 3.5t tippers run mostly by building contractors and I reckon many of these will be caught out by 2014: They have a hard enough grasp of maximum gross weights never mind dcpc.
Dcpc has already started for new drivers as of 2009
