As other people in that link said, get rid of the toll booths, problem solved.
Just a prediction, 2-3 years of road works and even longer Q’s and then when its done its no better and the booths are still in use. or they go for cameras and the foreign drivers get away with out paying due to not being able to send them the invoice.
