It isn’t owned by the Government, it’s owned by a private French company.

If I recall correctly the ‘leasehold’ is indeed owned by a French company, as such I can only be conclude that the ‘freehold’ is owned by the government and that is what will shortly be up for sale.
The managing of it is passing to, or has just passed to the Highways Agency, that may be what you have heard.
