I dont see why he can’t (tonight will be his third reduction of rest within 24hr period) but we’re both scratching heads in case we’ve missed anything. Only proviso I can see is that he can’t do over 13hrs tomorrow as he’s used his last reduction.

as if he went over 13 hours by even 1 min it is classed as a 15 hour shift

The third reduced rest is Thursday.
Thursday starts, in this case, at 04hr30, and ends at 04hr30 Friday morning. So, after a (3rd) 9hr reduced rest, at 04hr30, good to go.
I cant see a need to wait until 06hr30? I agree that Thurs is a reduced rest day. I cant see why you say that he can`t start until 06hr30 Friday?
By doing 15 hours on thursday its already a reduced daily rest period and having 11 off and starting at 6:30 wont change it, 4:30 on friday is the end
