Assuming that the breaks were actually booked as breaks that would not be legal.
The 1 hour break after the first 1 hour of driving would reset the driving time, after that there’s a drive of 8 hours with only a 30 minute break.

Any break over 44 mins resets the 4.5 hour driving time clock
The other driver probably thinks that they can use the 1 hour break as the 15 min part of the 15 + 30 split driving time break
It is daft that taking more then 44 mins cannot be used as a 15 but they are the rules we have to go by

let him think what he thinks but before you were told no what did you think and why
I knew it was wrong, but his argument was he could use 15 mins from the first break toward his second break. I knew the clock “reset” and so the next block of driving counted as fresh

No it wouldn’t . You’d still be driving for 8 hours with only a 30 minute break shown.
As regards the op, if he’d have had 44 mins break after that first hour then he would be legal.
