Hi any idea if authorities will let drivers who can’t renew Cpc at moment drive until possible to complete cpc hours

Nothing announced at the moment and I can’t see it getting bad enough that they’ll need to.

I would have thought for the majority they wouldn’t have to worry about it until September 2024, as they would have completed the last 5yr cycle before last September (2019)

The majority, yes. But anyone who passed their tests in 2015 would need to renew their CPC this year.
As far as I know, there is no temporary exclusion or extension in place, but there are also very few places open where you will now be able to go to get your hours in.
I would say the best bet would be if some companies have in-house cpc instructors, but these are also few and far between
