CPC Module 2.

I am revising for my CPC Module 2 test and am confused by the following statement:

"Tachograph Overview
Out of Scope?
If a vehicle is exempt from, or out of scope of, the EU rules, the driver does not need to use a tachograph even if one is fitted in the vehicle.
The only exception to this is a vehicle operated by a Universal Service Provider (USP). The only USP in the UK at present is the Royal Mail."

So do Royal Mail use tacho’s or not? this USP has confussed me, in fact this whole statement has confussed me somewhat.

I read that as if you work for RM, then use a tacho regardless, but there are exemptions for other work or companies.

I believe RM Don t use tacho’s.

What it means is that under commercial rules the RM would need to use tachos but they have a special exemption not to use them
