Here’s a CPC certificate and you can see the numbers printed towards the bottom, just above the signatures. (This is a National CPC certificate, these don’t exist any more so the accreditation number will be different)
I would confidently predict that these numbers on a Polish certificate would be all VOSA would need to see.
The certificates awarded by a member state have to follow strict guidelines and a record kept on an electronic system in that member state. It is all here in Regulation EC 1071/2009
A road transport operator needs:
have the requisite professional competence.
be of good repute.
The criteria that holders of the certificate must follow:
(a)
effectively and continuously manages the transport activities of the undertaking.
(b)
has a genuine link to the undertaking, such as being an employee, director, owner or shareholder or administering it,or, if the undertaking is a natural person, is that person; and
(c)
is resident in the Community.

minimum financial standing to ensure their proper launchÂing and administration. A bank guarantee or a professional liability insurance may constitute a simple and costefficient method of demonstrating the financial standing of
undertakings.”
“By way of derogation from paragraph 1, the competent authority may agree or require that an undertaking demonstrate
its financial standing by means of a certificate such as a bank guarantee or an insurance, including a professional liability insurÂance from one or more banks or other financial institutions, including insurance companies, providing a joint and several
guarantee for the undertaking in respect of the amounts specified in the first subparagraph of paragraph 1.”
so… do I really need bank statements, credit cards or overdraft facilities to prove my financial standing…? or can it be an insurance policy? slightly off topic but I’m nor sure if it’s worth another separate tread… is it?

Yes, you’ll have to submit bank statements in your name, or your company name when you submit the GV79 application, and you’ll also be required to supply bank statements from your second month of trading to prove that you can still satisfy the financial requirements.
An agreed overdraft in writing, or a credit card can count towards this, or a letter from the bank guaranteeing the money but you will actually have to prove financial standing.
