I know a newly qualified driver can get their CPC card by doing parts 2 and 4.
However could they also get the card by doing 35hrs CPC training instead of parts 2 and 4?

Only if they passed their car test before 1997, and therefore have C1 entitlement on their licence!
My advice would be if you do have C1 on your licence then do the 35 hours. I know it’s mind numbing and will make you question your life, but it’s nothing as bad as dealing with Pearsons to get permission to do mod 2 with a pre-1997 licence!
I had the choice as i had C1 on my licence. I opted for the 35 hours instead of mods 2 & 4.
To be honest the courses are very informative and I’ve learned so much already and most of it was stuff that I really needed to know, especially the drivers hours and tachograph course.
