Company Name change = major O licence Change?

I think I know the Answer, but just want to confirm it.
I know you can change the Trading name on line, but is changing the name of the company a major change to the O licence?

And if so how do these phoenix get to operate the day after going bust?

I think a lot of these fly by nights have already planned the rip off and have a new company set up waiting.

But in general the company has 28 days to inform the Traffic Commisioner

I think I’ve read it wrong then, I thought it was 28 days for a Trading Name change, but a company name was a major change.

They just have another O licence and company name already to go when they decide to pull the plug. I don’t think you would get away with keeping the same licence running and name changing it as you will fall foul of the good repute part of having a licence.
