i have passes my class 2 and fancy doing the class 1 next, my question is do i need to send my licence off to dvla again to gain the class 1 provisional entitlement?
Nope, passing Cat C automatically gives you a C+E provisional.

Are you saying your licence has been returned without the provisional CE? If so you need to inform the DVLA as it should, as said, have been added automatically.
