I don’t understand Chinese, verbal or written.
Foreign drivers though is easy. They don’t realise that the hard shoulder is Motorway, So they park there to avoid paying the parking fees, and/or to avoid the parking attendant constantly knocking on their door because they havn’t paid the parking.
In Europe, parking in 99.9% of places is free. MWSA’s definitely are. They don’t see why they should pay over here (mind you, neither do we).

The only reason they are parking there is because they do not and should not have to pay for parking, even less be disturbed by some jumped up security wallah banging on your cab door while having a break.
Everyone should refuse to pay parking fees to services or truckstops. let them provide a good service and take their profits from volume not greed.
well we all know that parking on the exit ramps is illegal…we all know that charges for parking on msas are out of order considering that almost 100% of services in europe are free..so i can understand why the foreigners dont want to pay..and i was told once by a dutchman that if you are running under cmr regulations then you do not have to pay for parking..i had an instant once when a jupmed up little hitler of a parking attendant ask me to pay..i refused..he threatened to clamp me..so i said well do it..and i
ll call the police…so he started to wheel the clamp out of his shed and headed in my direction and eventually started to attempt to clamp me…i pointed out that this vehicle was private property and no one was allowed to touch it without the bosses permission…in the meantime i called the police and told them that hitler was clamping a vehicle (a tanker) which was carrying hazardous goods and was highly flammable…they turned up and told him in no uncertain terms to remove the clamp…and never to clamp a hazardous vehicle again…and pointed out the consequences should anything happen and the vehicle had to be moved…also told him that if a driver refused to pay then his registration number was clearly visible for that purpose…and a hazardous load could not be parked overnight where the public had access such as a layby or housing estate etc…but as we all know parking has always been a headache and our governments have never addressed the problem (costs involved) and neither have any so called transport organisation set to represent us
