Change of law on the way?

I have seen a couple of references on other types of forums ,usually in the Kent area where we have the large problem of slip roads and industrial estates jammed up with lorries parking for rest breaks .
Several have mentioned a change in the law comming regarding laybys and industrial estate parking .
Basically anywhere not a designated parking area will be illegal for rest breaks ,24hr and 45hr etc .
Also in Europe they will be enforcing the 45hr break away from the cab .
Any body else heard anything ?.

Yes pre- empted most of the internet nonsense by about 6 months .
