Don’t know if this information is of any use but I passed my cat C last Fri in Cardiff And today (Mon) drove to DVLA in Swansea and handed in my pass and applied for a new digi card. As long as I go to pick them up myself I can collect them this Wed’s (strike permitting). Thought this might help if any of you are lucky enough to have a job waiting.

Phoned DVLA today and was told my licence and Digicard are ready but I can’t have them as they are not allowed to release them until they receive an email confirming my pass.
