22.5 tonnes should be ok. Maybe a bit over on the drive axle, due to the extra distance between drive and trailer axles. But 22.5 tonne load, probably not. And again, the weight hasn’t been mentioned as a factor, other than as a journalistic “horror” point along with “unsecured”, which is a bit dubious IMHO as well.

Securing rules:- 100% secured against forward, against the headboard, check. 50% against backward, two chains 5 straps, ■■? 25% against sideways, 2 chains 5 straps, check.
Those are the rules, or have I crossed sideways with backwards■■? Whichever, 50% depends on the breaking strain of the equipment.
We don’t know the breaking strain or condition of the securing equipment, or if they were in place when he was stopped.

Looking at that photo, the small wheels make it look long. But I think it’ll be a standard 13.7m flat, when closed up.
There is no way the gap is 6m, 6m is half a trailer length. And it fits in what appears to be a standard lorry parking by.
OK, it pokes out past the front of the bay, but not by a lot. And we all know how generous lorry parking bays are. 6m extra length is not going to fit that neatly.
Unless there is other stuff we’re not being shown or told, I still think that is a legal load.
