No because the rule stop within the distance you can see to be clear or reasonably expect to remain clear applies to truck C.Only truck C can create that in the form of sufficient seperation distance to see past truck B and/or stop even if it comes to a dead halt for whatever reason.

I also can’t really see how B can be entirely blamed for the demise of C even if he was doing something he shouldn’t have been doing when he crashed into A at 54 mph.
This wasn’t a fictional scenario, it was and actual incident where B has been convicted by a jury of causing death by dangerous driving of driver C.
I just found it worrying that you can know be responsible for the death or injury of the driver behind you if you screw up!

The only logical answer is that they are saying the wrong doing of B trumps that of C.IE something similar might have applied if truck B had run into truck A because truck B was drunk.IE in that case it wouldn’t matter if it had been a mile long domino type pile up.The drunk driver who started it all off then takes the whole of the blame.
