Yes, but they have to have very good reason to brake hard infront of you and driving like a tool is not ‘good reason’.
So, if you did nail the car, you would probably get away with it in that scenario!

I’ve just checked the The Little Red Handbook, which all mods have to follow religiously, and it says nothing about that in there so I don’t believe this to be true.

I had one on Thurs night, A55, a car was broken down in lane 1, I indicated in plenty time but I got the usual reaction of overtaking cars whenever they see a right indicator on a truck… ie accelerate to stop them pulling out even when there is plenty room/time to let you out 
, so I had 2 choices ram up the arse of the stationary car or pull out in front of knobhead, so I chose the latter, when he got passed me he thought it was a good idea to cut in on 44tonnes and brake hard risking his, and his passengers lives, and possibly mine, just to “show me” Complete Bellend.

I had similar a few weeks back and i really lost it! Should’nt have but it happened. I wont let it wind me up that bad again though.
I call them the got to get past at whatever the cost brigade.Even worse when two lanes go in to one,they still pass,crossing the lines untill there is no more room.The Stonhenge road,on the A303 is good for that,and the Chippenham twin track coming off the M4,where they all try to get in front before the Esso garage.
