Pigeons are vermin and are regularly culled by pest control officers.
So no idea where you get the idea culling pigeons is illegal which I very much doubt.
They carry as much disease as rats do and should be exterminated.
As for how and who does the culling I’m not sure if there are laws on that.
In fact it appears you are correct but there are ways it can be done legally.

I would agree with that comment but from a distance not easy to see what the guy is doing to cull them.
Obviously the OP was there so may be able to shed more light on the situation.
The problem is birds are a real pain full stop for businesses although at our factory site they have some lights that spin around by the docks doors that are supposed to stop birds from flying inside. How effective they are I don’t know.

Tell that to the people that like to shoot for a hobby. Its is illegal to kill so the animal suffers but the man in the video is breakin the pidgeons necks giving a quick and painless death.
I lived on a farm for many years and would often kill pidgeons that got into the pig barns bu breaking their necks. Also pidgeon is rather nice once you take the feathers of the breast, slice said breast of the bird and pan fry in red wine!
A company here which are nationwide have a small cage to catch birds in, they then leave it outside for the night for the foxes. That’s not a pretty site in a morning believe me, also seen one of the lads grab a pigeon bang it’s head on something and throw it in the dock’ took ages for the thing to die.
Don’t have a problem with pigeons being massacred,they a flying disease factory’s,. But fluffy kittens being hurt, I will write to my MP, and phone Jeremy Wine.
You want to see the damage that pigeons and seagulls do to buildings. Try staying anywhere on the East Coast. Scarborough Bridlington and Grimsby,

You can eat Pigeon, quite nice to be fair.
You can’t eat Gulls though, you can’t even shoot/stab/poison/kill them, all Gulls are protected.

Wood Pigeons (stoggies) are nice to eat, city pigeons are like rats and are vermin
Bus garages tend to suffer from Pigeon issues and some (like the one my brother in law works at) have pest control officers visiting regularly to cull them. However a lad I know was a fitter with a bus company near Oxford and each day their tools etc would be covered in bird crap so he killed one with a catapult! A workmate reported him, the management suspended him for a month and then sacked him. He set up his own garage then!

Yes, this is true…
Feral pigeons are dropped and left for the dogs.
Just culled all the geese on my fishing club.perfectly legal,as long as the licence has been granted.
We also have a licence to cull a limited number of cormorants.
Mink are trapped and shot aswell.
Can’t touch otters though…Can’t even relocate them.
Sometimes you have to be cruel to be kind
Certainly not illegal to despatch pidgeons, crows and many others in a humane way if they are seen to be a pest. Though I tend to use this…
Just get a birdman in with a hawk or any bird of prey…fly’s it around over a week or so, they soon go…most sporting stadiums use this system to clear pigeons.

I was loading at the flour mill in selby recently and was watching the “pest controller” in action scaring away the pigeons with his bird of prey

I have a cat, had her for nine yrs so far,anyone ever hurt her they would need hospital treatment and I would accept the consequences of my actions,love my little mog,lol
we are supposed to be the superior race yet why do humans feel the need to kill defenceless animals,it’s beyond me,especially as some human scum get pleasure from it
