he is pulling a face because its everything he promised on the lead up to the election and everything he has done the exact opposite of since.
Of the 190 days Trump has been in office, 75 have been spent away from the office. 75 days spent at his own resorts and golf clubs etc.
If Trump is busy it is not at work all the time. Whether he is there or not, the White House is a working building with all the costs necessary for that.
When Trump travels elsewhere there are extra costs involved. Millions are paid by the Gov (the US tax payers) to move vehicles, personnel, etc.
Trump has managed to get the US tax payer to pay his businesses many millions to house and feed security and all the other personnel involved. The less work he does, the more money he gets!
Of course there is the hypocrisy of the right leaning press too. Biden rides a bike for a few hours? Obama plays a round of golf in Washington? Headlines and outrage. Trump plays yet another round or ten in a foreign country? Normal.
And if you are with them as you are eith us on here ….The same face they have when they see you enter the room .
I call those situations an ‘‘OR FOF moment’’, ..when you see certain people coming towards you, the first two syllables you utter are OR FOF.

In July the EU became concerned that some funds might be diverted in Ukraine. Ukraine had altered some anti-corruption laws, so the EU threatened to stop some finding. Ukraine modified the laws again a couple of weeks later.

So the EU saw a possible problem of corruption, gave a warning, and Ukraine is again taking steps to prevent corruption.
so they are taking steps to cover their tracks better but still have work to do huh.
