For example, Ukraine and Turkey are members of it, but neither have ever been members of the EU.
Russia used to be a member (ended 2022)
National governments do not always look after their own citizens. Breaking ECHR laws can make the leaders of such countries liable to international punishment.
In practice that is difficult but can happen, such as in Croatia.
