Working for one or more agencies doesn`t automatically make anyone self employed at all. They may be employed, but with more than one employer.
The one time I was paid via an umbrella scheme it turned out to include becoming a director of an LLP partnership. Not my cup of tea though so was glad to see the back of it.

Yes, it could work. But pound to a pinch of snuff says the accountants will increase their fees due to the extra complication of having two workers, two sets of invoices etc…

Yes. You could both be directors of the company if you want and issue a share each and pay yourselves dividends on that share. However as someone has already pointed out it isn’t worth doing it to save money as you’ll have added costs because if you’re paying yourselves by the most efficient tax method in addition to the Ltd Company accounts you’ll both have self assessments you’ll need to file which, if you feel the need to have accountants do anything other than just certify accounts, you’ll be paying someone to do.
