Box's, are there still spigots or all twist locks?

Just seen on another (rail related) forum, an empty container has blown off a container train (again) near Scout Green.
Some of the container rail wagons are fitted with just spigot’s and some are fitted with twist locks.
So, the question is, are road trailers used for containers fitted with spigot’s or are they all twist locks?

Yes, I saw thi s. In the same article it refers to a similar incident in 2008, and the RAIB report, stated that spigots used on rail wagons are designed, so that if one side of the container lifts, the “hook” on the spigot stops the container lifting any further, except if the spigot dimensions have become out of tolerance due to wear. The tolerances were not great from memory.
Strange how the rail industry allows lower standards of load security than roads.
Saw a train of steel slabs last week, where there was no forward or rear restraints, and only side stanchions to prevent side movement.
