how did they get to film her when she was (at first glance) doing nothing wrong?
Maybe the operator saw what she was doing, or more importantly what she wasnt doing.
The full video they showed on the TV shows it pretty clearly.
I suspect they use the tv monitor in the van to
observes the traffic watching for speeders and forms an opinion the said vehicle is speeding
rather than look out the window, same difference really

If we knew every camera that watched our every move we would be very very shocked, you cant put your make up on in your car or you will be caught on video but bomb a tube station or 2, rob a cash warehouse or stick a knife in someone and they probably wont catch it on camera.

well they caught all of those examples on camera, but trouble is Armed robbers, Terrorists and murders don’t all have reflective numberplates attached to their chest and arse.
Funniest thing with this video is the fact she didnt even notice the hi viz camera van parked there till the last minute. Even then she just glanced up and carried on with her makeup. So what would have happened if it was a lo-viz child?
