quick question I drive a bin lorry for the local council and we are exemp using tacho.Do we still come under driving hours as in do we still have to have a 45 min break every 4 and a half hours ?

Forget EU regs which is what you have mentioned
Your rules are
max 10 hours driving in 24 hours
max 11 hours working (including driving) in 24 hours
no break or rest rules
Don’t bother with bin lorry’s. They are rubbish. And always a tip inside.I would ‘refuse’ to drive one.

I drive a grab lorry on utilities we use a log book but still go by driving hours regs.

Page 16 has the exemptions list which includes refuse lorries. That is, the reason why you would be exempt from the EU Tacho Rules.
Page 26 has the GB Domestic rules, which you will have to comply with.
The booklet is the VOSA truck drivers handbook with their interpretation of the EU regulations and GB Domestic regulation.
