You see someone who “apart from dragging his heels seems ok”
I see a person with a history of driving offences who has shown no change in behaviour due to them and continues to put people at risk and get caught.
Get rid pronto.

Deport him
Ok the bloke’s a waste of space, but someone presumably responsible has allowed this bod to continue working there, is this really the best driver they can find.
More concerning is how poor must the general inspection regime be, assuming the vehicles are on 6 weekly inspections i fail to see how a tyre could get down to showing wires or cords in that 6 week period without being on borderline illegal at the last inspection.
As for this daily inspection lark, yes its not that easy at 4am in the ■■■■■■■ rain to check everything with a fine tooth comb but you can make sure there’s adequate tread plus inflated they aint falling off and the lights work, but at some point in the driver’s day they should find time whilst waiting to have a check around and see more closely what might need doing soon, even the most stressed tear arse should be able to manage writing a defect note before overtaking Linford Christie in their panic to finish work before they started.
Romanians in general as drivers i’ve worked with several and work with one presently, my experience of the drivers i’ve known has been of reliable polite courteous people with decent mechanical knowledge and good driving skills, the chap i work with now his maneuvering skills are extraordinary, its like the trailer’s on tracks and steers itself in.

Your working with the exception then, not the norm
I tend to have a nosy around my unit and trailer whenever I’m parked waiting to tip or reload. Plenty of time to check tyres, lights and bodywork etc while wandering around aimlessly waiting for a forkie.
Do this on top of a morning walk round. Just as people have already said, easy to miss stuff in the dark.

Are you saying that prior to this time, you would have got rid of him for his prior speeding and use of phone?

In my days as a TM probably not, but I also found that lax attitudes towards some things often transferred towards other things top bit we can only off the picture here that has been painted for us.
However being caught on facetime he’d be gone already (if he hasn’t been let go) and he can defend the lot himself.
This just sounds like the typical £10 Bogdan with very little regard to the rule of law here and no fear of qmy consequence. So TC does whatever here, revokes his vocational element or whatever. He’ll be back in Romania tomorrow driving on that ticket instead.
