I’d talk to other drivers about it, try and get a concensus that the vehicles are being overloaded and point out how dangerous and illegal it is. Its much easier a group of people confronting a boss than one person.
If that boss is useless if you can take it higher up the food chain, explain your concerns and the legality of it.
I’d do these things before going anywhere near VOSA, because that’s a nuclear option. VOSA will target the drivers on the road, then the company if there is wrong doing, will be fines, court appearances and thats a bit dumb going down that route if some drivers can get together and go above that bosses head get things sorted out.
If these things aren’t possible i would just leave get another job and possibly inform VOSA.

Where do you get the 7.5 tonner and holding back 10 tons bit? I’ve told you eighteen million times not to exaggerate!
1)Unless you have left out the bit where your boss has taken your family hostage and demanding you take these loads out or else…YOU are not being FORCED to do anything…he is just happy your daft enough to do so.
2)When DVSA pull you over or a traffic cop sits behind you and sees your overloaded and stops you your above excuse will mean ■■ all,your boss is sat in his office your driving the overloaded van,first thing your boss will say is “drivers responsible for the load”.
3)If you have an accident or are involved in a non fault accident the above will apply also because you are driving overloaded you are technically also driving without insurance because the policy will be void in the event of a crash.
Get a calculator,work out how many bags you can legally carry and load that amount leave the rest in the factory.
And when your boss calls you into his office be sure to,if you have one,activate the voice recorder on your phone…could prove useful when he sacks you and you take him to a tribunal.

That’s not strictly true. What they can’t do is lie. So long as what they’re saying is true they can pretty much say what they like.
In this case, I don’t see a problem, the OP is well within his rights to refuse to drive the vehicle. He obviously isn’t comfortable doing the job (neither would I) so informing the relevant authorities is the course of action I’d be taking.
First thing you must do is join a union,GMB,usdaw,or any will do.

Like already mentioned get the fully loaded van on a weigh bridge
Then depends how far you want to take it,but usually the Health and Safety at Work poster (which must be displayed)at work will have a phone number on it,give very good advice.
Stand your ground ,no job is worth it,just be reasonable and refuse to take it out on safety grounds.
The boss may shout and scream ,but they always back down when you ask them to put it in writing and sign it.

Bearing in mind the fact that we don’t actually have any proof of the OP’s issues in the form of any weight tickets ‘if’ anyone is actually driving an overloaded vehicle all the above then applies.Up to the charge of causing death by dangerous driving.

Not strictly true, but they have to be able to 100% prove what they put, so as said usually a refusal to give a refrence is a bad enough note.

Checkweigh, even if you have to pay for it yourself at a public weighbridge. If vehicle is grossly overweight, you are breaking the law. Take it back, and tell boss if he sacks you and gives you a negative reference you will take the weight ticket to VOSA and tell them what you have been expected to do.

I am working for a company driving 3.5 ton sprinters and luton vans delivering laundry to hotels in sacks each one weighs in at 15 kg I leave the factory. Here’s what i would do, not suggesting you do it as its probably illegal too, but great fun !!
Go to the gov.uk website, download a copy of the DVSA logo, now insert it into a word document, and write a letter to your boss, as if its from the DVSA. Asking him to contact…[google for the name of a local enforcemnt officer], regarding vehicle overloading and excessive hours. Word it cleverley… Then, mail it to your boss . The letter should give him 7 days to contact the officer. Then hope he rings them and starts hanging himself. Do a real nice official letter with all the DVSA contact details, numbers, website address and email contacts on it
