I often used to question why truckstops have bars, I have had many nights out in Junction 29 back in the days when they had “entertainment” and seen many drivers maybe a little over the limit when heading back to the cab to sleep it off, but 8 hours or more later they were well under the limit and very capable of driving safely. Clearly the police had no concerns with trucks leaving the next morning as I never saw any driver being checked.
It’s like everything else in this country mate, if there’s a chance of something being abused by the irresponsible and the idiots, …why police it, just blanket ban it, much easier,.and less work for them, and to hell with those who can and do things responsibly.

Ok a Police officer comes along because of a call from dog walker,speaks to driver, ascertains the driver is parked up for the night, Tacho and paperwork confirms his position with no intention to drive.
No evidence of being drunk albeit alcohol has been consumed.
Police officer says all is well and goes about his business. no offences committed.
The truck driver is no different from someone parking their campervan outside a pub and going for a couple of pints and a meal before retiring to bed for the night.
There may be an issue the following morning if said Police officer thinks the driver may be having a shed full of beer during the course of the night, but that’s another story.

So if you were sat in your living room having a few cans, your car parked outside just a couple of meters away, keys in pocket - how is that different? Still a vehicle that you parked there. You’ve got the keys for it.

You won’t get nicked for drunk driving if you’re in the pub and over the limit with car keys in your pocket.
You probably will get nicked if you attempt to then use the keys to unlock the door or you’re found sitting in the motor in the pub car park with the keys.

There’s a difference between ‘alcohol being consumed’ v consumed and over the drink drive limit.
The latter is a can of worms mixed with being found ‘in charge of a vehicle’ and then having to argue not in charge of the vehicle.
The extra pint just ain’t worth it unless you’re absolutely sure that you can prove not in charge to the law’s satisfaction.Even then is it still worth it.
Drunk in charge…keys in your possessionn and ‘physical’ possession of the vehicle…ie being in it.
Campervans and alcohol are potentially open to drunk in charge and a snotty copper could potentially try it on…but it’s unlikely

Realistically it’s about proof of rest period and that the level is low enough to be clear by the end of it.
Get either or both of those wrong and it’s goodbye licence and job.

Maybe he thinks a can of beer is ok to drive after …as it is despite what the alarmists, dramatists, and statisticians may tell you,… I don’t do it myself, as I ain’t as dim as the o/p to lay myself wide open to assumptions.by busybody knob heads… but that is neither here nor there.
A boss I used to work for used to take us round to the local pub for a meal and a beer, we were all parked in the yard for 11 hours, he got picked up by his Mrs, no dramas, no fluffy kittens harmed.
