i know they used to be a few years back , I might be doing a bit on the dust again so it’d be good to find out.this is for a local council if that makes any differance.
Domestic door to door refuse collection is exempt from EU regulations.
They only need a tacho for Trade waste like Biffa waste do most of the time.

Are they dcpc exempt ?i ask because a guy local to here in france does the door to door colections i was surprised when he said he had to go and do the FCO (french dcpc)

No it’s not DCPC exempt.
There are some exemptions such as people carrying goods to be used in the course of their work or driving a training vehicle, but for the most part if you drive a HGV vehicle commercially you need a DQC.
it differs council to council i work for City of Edinburgh they have recently changed from domestic to eu
I think I’ll stick to the dust in the future , if I’ve got to work the dust is a good number. I’ve actually been loading for minimum wage for the last two days via an agency , lost four lb in weight . Obviously I couldn’t continue on that money ( unless I moved to Lincolnshire ) but I’m waiting for a chance to get on the driving and that pays £11.50 ph and you get eight hours and from my past experiance unless something goes wrong you never work eight hours . Hate all that digi crap, I’m a proper technophobe so won’t have to worry about
There is an article in this months Transport News about I think it was East Lothian Council and their TM said the only drivers that required the DCPC were the three hook loader drivers the bin motors were exempt but they had put everybody above 30cwt through in case of changes in the law. Eddie.

Haven’t heard that for a while! I too am on the bins p/t - logbook, no tacho, door-to-door but not council - grey area? Losing weight too.

Cannot see how a bin truck driver fits into any of those
Any thng to do with the below needs Driver CPC and Tacho.

Norm Bin truck on trade waste collections.
Even if the trucks that is doing your bins from your home door but pick-up the odd trade bin while on thier rounds should use tacho, I have heard of a good few that dont!!!

Door to door collections is tacho exempt and on domestic rules (logbook) - mainly local authority run or subbed out by them to private companies or ‘their partners’ as they like to address them!
Trade waste is tacho (eu regs) as the itself job is for ‘reward’ as a fee is charged for the uplifting of the refuse - It needs to be an equal playing field for private companies and local authorities alike to tender for the same contracts.
Driver cpc required for both.
Anyone local council can choose if they so wish to use eu regs (as edinburgh_newbie has said of City of Edinburgh) but it is not a legal requirement as I understand it.
Hook loaders would be classed the same as Trade Waste for the same reasons.
